STUDY GROUP ON TRANSITION OF SERVICES TO YOUTH BETWEEN DCYF AND MHRH

WHEREAS, the State has developed programs and services for children with emotional disturbances administered by the Department of Children Youth and Families (DCYF), and adults with serious mental illness and developmental disabilities administered by the Department of Mental Health Retardation and Hospitals (MHRH); and

WHEREAS, children receiving services from DCYF lose their eligibility for children's services upon entering adulthood and may apply for services as adults through MHRH; and

WHEREAS, the eligibility criteria for children's services at DCYF are not the same as the eligibility criteria for adult services at MHRH; and

WHEREAS, treatment interventions for children at DCYF are not the same as the treatment interventions for adults at MHRH; and

WHEREAS, there is a need for coordination of services and programs between DCYF and MHRH in the transition of children receiving services as they enter adulthood.

NOW, THEREFORE, I, LINCOLN ALMOND, by the virtue of the authority vested in me as Governor of the State of Rhode Island and Providence Plantations, do hereby order as follows:

1. There is hereby established a Study Group to review issues affecting children receiving DCYF services as they move into adulthood and seek continued State services through MHRH.

2. The Study Group shall be comprised of the Governor's Policy Director or his designee who shall serve as Chairperson; the Director of DCYF or his designee; the Director of MHRH or her designee; and one member of the general public appointed by the Governor.

3. It shall be the responsibility of the Study Group to review and report to the Governor recommendations concerning any necessary procedural, substantive, legislative, or administrative actions regarding an effective transition process for children receiving DCYF services as they move into adulthood and seek continued State services through MHRH.

The Study Group shall report its findings to the Governor on or before March 1, 1997.
