JUVENILE JUSTICE REFORM OVERSIGHT COMMISSION

WHEREAS, the Governor's Task Force on Juvenile Justice Reform has recommended the establishment or a Juvenile Justice Oversight Commission to review its recommendations and advise the Governor and the General Assembly on further reform; and

WHEREAS, the purpose of this Commission will be to oversee the effective implementation of the recommendations made by the Governor's Task Force on Juvenile Justice Reform; and

WHEREAS, the Children's Cabinet and the Criminal Justice Steering Committee are existing oversight and advisory authorities, each of which focus on different aspects of the continuum of issues related to addressing juvenile crime and delinquency - with the Children's Cabinet primarily focusing on issues regarding health, education and welfare and the Criminal Justice Steering Committee primarily focusing on issues related to public safety; and

WHEREAS, the Chief Justice of the Rhode Island Family Court plays a significant role in ongoing juvenile justice reform efforts.

NOW, THEREFORE, I, LINCOLN ALMOND, by virtue of the authority vested in me as Governor of the State of Rhode Island and Providence Plantations, do hereby order as follows:

1. There is hereby established a Juvenile Justice Reform Oversight Commission to monitor the progress of the implementation of the Juvenile Justice Reform Task Force and to advise the Governor and the General Assembly on further reform.

2. That the chairperson of the Children's Cabinet and the chairperson of the Criminal Justice Steering Committee of the Governor's Justice Commission be designated as the co-chairpersons of this Commission.

3. The membership of the Commission shall be as follows: the statutorily defined members of the Children's Cabinet; the members of the Criminal Justice Steering Committee of the Governor's Justice Commission; the Chief Justice of the Rhode Island Family Court or designee; the former team leader of the Juvenile Justice System Team of the Governor's Task Force on Juvenile Justice Reform; and the former co-team leaders of the Public/Private-State/Local Partnerships Team of the Governor's Juvenile Justice Reform Task Force.

4. All state departments and agencies shall cooperate to the fullest with the Commission.

5. The Commission shall meet at least every six months to review the progress of the reform recommendations and to make further recommendations. A written report shall be submitted to the Governor and the General Assembly no later than one month following each meeting. The first meeting of the Commission shall take place no later than August 31, 1998.
