CONTINUATION OF PARATRANSIT TASK FORCE

WHEREAS, the Governor's Paratransit Task Force established by Executive Orders 94-5, 95-6 and 97-6 was charged with the implementation of a statewide paratransit system and the establishment of paratransit and fixed route coordination policies and guidelines to meet the needs of transportation dependent populations and enhance the mobility opportunities of all Rhode Islanders; and

WHEREAS, there remains a significant need for further coordination of fixed route and paratransit services to advance a high quality, cost-effective transportation system that meets the needs of Rhode Island's citizens; and

WHEREAS, this ongoing process of coordination is best addressed through annual assessments to assure high quality, equity, and cost-effectiveness; and

WHEREAS, the increasing complexity and importance of paratransit issues merits the direct participation of the Administration through the Governor's Policy Office.

NOW, THEREFORE, I, Lincoln C. Almond by virtue of the authority vested in me as Governor of the State of Rhode Island and Providence Plantations do hereby order as follows:

1. The Paratransit Task Force shall consist of thirteen members as follows: the Director of the Governor's Policy Office, or designee, who will serve as chair; a General Manager of the Rhode Island Public Transit Authority, or designee;

the Director of the Department of Elderly Affairs, or designee;

the Director of the Department of Human Services, or designee;

the Director of the Department of Mental Health, Retardation, and Hospitals, or designee;

the Director of the Department of Transportation, or designee;

the Director of the Department of Administration, or designee;

the Director of the Department of Labor and Training or designee;

the Chairperson of the Governor's Commission on Disabilities, or designee;

up to four public members to be appointed by the Governor, one of whom shall be a transportation provider, and one of whom shall be a consumer of paratransit services.

2. With the guidance of the State Purchasing Office, the Paratransit .Task Force shall participate in the evaluation and recommended selection of paratransit carrier contracts and the independent financial and performance auditing contract for the Ride Program.

3. Other responsibilities of the Task Force shall include:

a) Annual preparation of a unified paratransit services plan for the State addressing projected operating costs and capital needs based on a defined service plan, and funding recommendations; and

b) Preparation of a recommendation regarding the charging of fares to paratransit passengers; and

c) An annual review of paratransit program performance and paratransit program policies to recommend actions to improve the mobility of Rhode Islanders, with particular emphasis on the elderly and disabled; and

d) Preparation of policy recommendations to improve coordination between the fixed route bus and paratransit services.

4. Executive Orders 94-5, 95-6 and 97-6 are superceded and rescinded to the extent that their provisions are inconsistent with this Executive Order.

This Executive Order shall take effect immediately upon the date hereof.
