APPROVAL OF TRAVEL EXPENSES BY DEPARTMENT DIRECTORS

WHEREAS, the State of Rhode Island has entered into a Master Price Agreement with a travel agency, through the competitive bid process, for state travel; and

WHEREAS, the Master Price Agreement requires the selected travel agency to provide the best-possible price for travel expenses, an itemized list of all such expenditures, and detailed management reports to the State of Rhode Island; and

WHEREAS, the controls provided for by the Master Price Agreement and approval of travel and conference expenses by Department Directors or agency Chief Executive Officers render unnecessary the additional review of travel expenses by the Director of Administration.

NOW, THEREFORE, I, LINCOLN ALMOND, by the virtue of the authority vested in me as Governor of the State of Rhode Island and Providence Plantations, do hereby order as follows:

1. Executive Order 91-10, which required approval of travel and conference expenses by the Director of Administration is hereby rescinded.

2. Approval is necessary for all such expenditures which would be funded in whole or in part by State funds, and which would be expended for:

(a) travel on commercial carriers (except bus and train travel within a 100 mile radius of Providence, Rhode Island) ;

(b) conferences and/or seminars, or;

(c) overnight lodging and/or meals.

3. Such expenditures may be approved, (i) if deemed necessary and essential and (ii) if preauthorized by the Department Director or the agency Chief Executive Officer.

This Executive Order shall take effect immediately upon the date hereof and shall remain in effect until further notice.
