RHODE ISLAND OCCUPATIONAL INFORMATTON COORDINATING COMMITTEE

WHEREAS, Section 125 of the Job Training Partnership Act of 1982 states in part that "in order to be eligible for Federal financial assistance for State labor market information programs under this Act from funds made available under Section 202(b)(4) and Section 461(b), the Governor shall designate the State occupational information coordinating committee or other organizational unit to be responsible for oversight and management of a Statewide comprehensive labor market and occupational supply and demand information system" with a variety of enumerated expectations; and

WHEREAS, Section 422 of the Carl D. Perkins Vocational Education Act as amended specifies that "each State receiving assistance under this Act shall establish a State occupational information coordinating committee composed of representatives of the State board (defined in Section 521 of the Perkins Act as "a State board designated or created by State law as the sole State agency/ the State Economic Development agency, the State Job Training Coordinating Council, and the agency administering the vocational rehabilitation program" and the State board or agency governing higher education; and

WHEREAS, the Rhode Island Occupational Information Coordinating Committee ("RIOICC") has implemented an occupational information system in the State to meet the common needs for the planning and operation of programs of the member agencies cited in the Perkins Act; and

WHEREAS, RIOICC has also implemented a career information delivery system for schools and agencies; and

WHEREAS, the membership of both RIOICC and the Rhode Island Human Resource Investment Council ("HRIC") includes representatives from the Departments of Economic Development, Employment and Training, Education, Human Resources, and the Office of Higher Education; and

WHEREAS, both groups have legislative mandates that present the need for coordination of the state entities that have some responsibility for meeting the needs of Rhode Island employers, its workforce and public policy decision makers; and

WHEREAS, both RIOICC and HRIC have a responsibility to avoid duplication of effort and to save taxpayers' money by matching and utilizing resources already available, and

WHEREAS, a multi-agency solution is needed to coordinate the diversity of labor market and occupational supply and demand information required by the Job Training Partnership Act of 1982 and the Carl D. Perkins Vocational Education Act.

NOW, THEREFORE, I, LINCOLN ALMOND, by virtue of the authority vested in me as Governor of the State of Rhode Island and Providence Plantations, do hereby order as follows:

1. RIOICC shall be established as a committee of KRIC and shall act as its Labor Market Information Committee.

2. RIOICC shall consist of no more than 12 members who shall be appointed by the Governor. Membership shall not be restricted to members of HRIC. Membership shall include at least the following:

a. Director of the Department of Employment and Training or designee;

b. Director of the Department of Economic Development or designee;

c. Director of the Department of Human Services or designee;

d. Commissioner of the Department of Education or designee;

e. Commissioner of the Office of Higher Education or designee;

3. The Rhode Island HRIC, through RIOICC, shall be responsible for oversight and management of Rhode Island's statewide comprehensive labor market and occupational supply and demand information system, as understood within the context of the cited acts;

4. The Committee shall rely on the Rhode Island Department of Employment and Training, the Department of Education, the Office of Higher Education and other state agencies to operate and maintain the validity of their respective federal/state cooperative data collection programs, insofar as funding is secured for those important programs.

5. All Rhode Island State agencies which are producers or users of labor market and occupational data will cooperate with HRIC and RIOICC in their efforts to develop and maintain a comprehensive labor market and occupational supply and demand information system for Rhode Island.

6. This Executive Order replaces Executive Order No. 92-21 and shall take effect immediately upon the date hereof.
