TRANSFER OF RESPONSIBILITIES FROM THE DEPARTMENT OF SUBSTANCE ABUSE TO THE DEPARTMENT OF HEALTH

WHEREAS, alcohol and drug abuse present a serious threat to the health of the people of the State of Rhode Island; and

WHEREAS, it is essential to coordinate the efforts of the State of Rhode Island directed to the prevention, intervention and treatment of substance abuse; and

WHEREAS, it is in the best interest of the State of Rhode Island that this State's alcohol and drug abuse programs be administered by a single department with the staffing and financial resources to handle such critical programs; and

WHEREAS, R.I. Gen. Laws § 23-1-1 et seq. was recently amended to endow the Department of Health with all the powers and duties necessary to perform the functions of the Department of Substance Abuse; and

WHEREAS, Article 14, section 24 of the Fiscal Year 1996 Budget contemplates a transfer of the powers and duties of the Department of Substance Abuse to the Department of Health by Executive Order of the Governor;

NOW THEREFORE, I, Lincoln Almond by the authority vested in me by the State of Rhode Island and Providence Plantations do hereby order as follows:

1. That all functions of the Department of Substance Abuse are hereby transferred to the Department of Health, effective at 5:00 p.m. on August 18, 1995.
