UNEMPLOYMENT INSURANCE REFORM TASK FORCE

WHEREAS, the creation of jobs and investment in the State of Rhode Island through business expansion and recruitment is a top priority of the State; and

WHEREAS, unemployment insurance taxes paid by Rhode Island businesses rank among the highest in the country, and these costs may deter businesses from expanding or locating in our State.

NOW, THEREFORE, I, LINCOLN ALMOND, by virtue of the authority vested in me as Governor of the State of Rhode Island and Providence Plantations, do hereby order as follows:

I. That the Rhode Island Unemployment Insurance Reform Task Force be established to develop a legislative and regulatory agenda to reduce the cost of unemployment insurance to business in Rhode Island; and

II. The members of this Task Force shall consist of the Director of the Department of Employment and Training, the Director of Economic Development, the Director of the Governors Policy Office, two members from the business community and two members from labor, to be appointed by the Governor. The Director of the Department of Employment and Training shall serve as chair and shall provide staff support to this Task Force in the course of its work; and

III. The Task Force shall:

A. Conduct a comprehensive review of present Rhode Island unemployment insurance laws and regulations as they compare to other States; and

B. Identify areas in which Rhode Island unemployment insurance benefits and costs are higher in comparison to other states; and

C. Make recommendations and develop specific legislation, in consultation with industry experts, designed to bring the high cost of unemployment insurance in Rhode Island into line with the rest of the country; and

IV. The Task Force shall report its findings, recommendations, and legislative and regulatory proposals to the Governor no later than November 30, 1995 for review and introduction at the next session of the General Assembly.

This Executive Order shall take effect immediately upon the date hereof.
