BLUE RIBBON PANEL TO ADDRESS TRANSPORTATION INFRASTRUCTURE CAPITAL FUNDING

WHEREAS, there exists within the State an interest in certain major transportation projects including, rehabilitacion of Interstate 195, the Quonset Point Freight Rail Project, the Quonsec Point Access Road, the Civic Center Ramp Project and the East Providence Waterfront Park Project; and

WHEREAS, the estimated costs associated with these projects exceeds $600 million; and

WHEREAS, these costs are in addition to the routine maintenance, upkeep and improvement costs of State transportation facilities for which less than $500 million is expected to be available over the next five years; and

WHEREAS, it is important that the Governor and the Director of the Department of Transportation solicit and receive suggestions from a variety of sources, both public and private, for the funding of certain critical transportation projects.

NOW, THEREFORE, I, LINCOLN C. ALMOND, by virtue of the authority vested in me as Governor of the State of Rhode Island and Providence Plantations, do hereby order that:

1. A blue ribbon panel (the "Panel") be established to provide recommendations to the Governor and the Director of the Department of Transportation regarding capital funding for major transportation projects within the State of Rhode Island.

2. Membership of the Panel shall consist of the Director of the Department of Transportation, who will chair and provide staff support to the Panel in the course of its work, the Director of the Economic Development Corporation or his designee, the Governor's Director of Policy or his designse, and up to nine representatives from the private sector with expertise in the areas of transportation and financial planning to be appointed by the Governor.

3. The Panel shall report its findings and recommendations to the Governor by August 1, 1996.

This Executive Order will take effect immediately.
