NORTHEAST INTERSTATE DAIRY COMPACT

WHEREAS, it is necessary to provide continued viability to dairy farming in Rhode Island and the northeast and to ensure consumers an adequate supply of pure and wholesome locally-produced milk; and

WHEREAS, the Governor, on behalf of the State of Rhode Island, has entered into an agreement with other northeastern states to form an interstate dairy compact and the General Assembly has approved and ratified the Northeastern Interstate Dairy Compact through R.I. General Laws §; and

WHEREAS, the United States Conarsss consents to the Northeast Interstate Dairy Compact entered into among the States of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont; and

WHEREAS, the Northeast Interstate Dairy Compact requires the establishment of a commission to administer the compact composed of delegations from each state in the region.

NOW THEREFOR, I, LINCOLN ALMOND, by virtue of the authority vested in me as Governor of the State of Rhode Island and Providence Plantations, hereby order as follows:

1. There is hereby established a delegation of five (5) persons to serve en the interstate dairy compact.

2. The delegation shall consist of:

a. One dairy farmer encaged in the production of milk at the ti-.e of appointment to be appointed by the Governor.

b. One consumer representative to be appointed by the Governor.

c. The Director of the Rhode Island Department of Health, or designee.

d. The Attorney General or designee.

e. The Director of the Rhode Island Department of Environmental Management or designee, who shall serve as Chairman.

3. The delegation shall serve for a period of four years at the pleasure of the Governor. It shall meet a minimum of six times per year and shall furnish its annual report on or before January 15 of each year with the Secretary of Agriculture of the United States, to the Governor, both houses of legislature, and the Director of the Department of environmental Management.

4. This Executive Order shall take effect immediately upon the date hereof.
