Executive Order 96-08 July 31, 1996 WHEREAS, the Director of the Department of Environmental Management is vested with all the administrative powers and duties vested by law in the Department pursuant to the provisions of R.I. Gen. Laws § 42-6-1 et seq.; and WHEREAS, the Director is authorized pursuant to the provisions of R.I. Gen. Laws § 42-6-8 to direct Department officers and employees, and with the approval of the Governor, may establish within the Department such subdivisions or other administrative organization units that the Director deems desirable to expedite the work of the Department in accordance with good administrative principles and practices to serve the interests of economy, the environment, efficiency; and WHEREAS, these goals are best served at this time by reorganizing the Department inro a more streamlined environmental management program for the State of Rhode Island; and WHEREAS, the cooperative federal and state programs must continue uninterrupted to maintain Federal Delegation and "One Stop Shopping" for Rhode Island businesses and industries; and WHEREAS, the Department has recently completed a management review, focusing on consolidation and efficiencies in the Department's function and activities, which proposed an amended management structure designed to provide effective, efficient and uninterrupted departmental operations and services; and WHEREAS, since its inception, the Department has been reorganized by several Governors through Executive Order to better meet then-existing needs and conditions. NOW, THEREFORE, I, LINCOLN ALMOND, by virtue oŁ the authority vested in me as Governor of the State of Rhode Island and Providence Plantations and the provisions of R.I. Gen. Laws § 42-6-5 do hereby order as follows: 1. The Department of Environmental Management shall be reorganized to more efficiently and productively serve the citizens of the State of Rhode Island. This Executive Order shall take effect immediately upon the date hereof. So Ordered: Lincoln Almond Governor |
