Executive Order 98-10 August 28, 1998 WHEREAS, the State has a history of and lone term interest in providing cars, treatment and. services to individuals with serious mental illness and substance abuse disorders; and WHEREAS, alcohol and drug abuse present a serious threat to the health or the people of the State of Rhode island; and WHEREAS, it is essential to coordinate the efforts of the State of Rhode Island directed to the prevention, intervention and treatment of substance abuse: and WHEREAS, it is in the best interests of the State of Rhode Island chat its alcohol and drug abuse programs be administered by a single department with the staffing and financial resources to handle such critical programs; and WHEREAS, there is a commonality in service approaches and goals in assisting persons with mental illness and substance abuse disorders; and WHEREAS, R.I. Gen. Laws § 40.1-1-13 et seq, as enacted by the General Assembly on July 9, 1998, transfers the powers and duties of the Division Substance Abuse to the Department of Mental Health, Retardation and Hospitals. NOW, THEREFORE, I LINCOLN ALMOND, but virtue or the authority vested in me as Governor or the State of Rhode Island and Providence Plantations do hereby order as follows: 1. All functions or the Division or Substance Abuse, Department or Health are hereby transferred to the Department or Mental Health, Retardation and Hospitals on August 30, 1998. 2. The Director of the Department of Administration, with my approval, shall make the conclusive determination of the number or positions, personnel, property, records and appropriation balances, allocations and other funds of the Department of Health to be transferred to the Department of Mental Health, Retardation and Hospitals in connection wich the functions transferred thereunto by this Executive Order. 3. The Director or Administration shall take further measures necessary in order to effectuate this Executive Order. So Ordered: Lincoln Almond Governor |
