EXPANSION OF MEMBERSHIP AND TRANSFER OF MINORITY BUSINESS ENTERPRISE COMMISSION TO ENHANCE ITS EFFECTIVENESS

WHEREAS, the State is committed to its Minority Business Enterprise Program which assists qualified minority owned and managed businesses in competing for State contracts; and

WHEREAS, Rhode Island's first disparity study was commissioned by this Administration to analyze the availability and utilization of minority businesses; and

WHEREAS, the study, completed in January 1998, indicates that minority enterprises are underutilized in Rhode Island; and

WHEREAS, economic development and broadened participation in the Minority Business Enterprise Program increases the utilization of minority businesses.

NOW, THEREFORE, I, LINCOLN ALMOND, by the authority vested in me as Governor of the State of Rhode Island and Providence Plantations do hereby order as follows:

1. The Minority Business Enterprise Program and Commission shall be transferred to the Economic Development Corporation pursuant to the terms of an agreement between the Director of Administration and the Executive Director of the Economic Development Corporation.

2. The membership of the Minority Business Enterprise Commission shall increase from eight to nine voting members consisting of the following officials and individuals:

(a) Director of Administration or designee as Chair,

(b) Executive Director or designee. Commission for Human Rights,

(c) President or designee. Black Contractors Association of Rhode Island,

(d) Designee of the Rhode Island Caucus of Black and Minority State Legislators,

(e) Executive Director or designee, Rhode Island Commission on Women,

(f) Executive Director or designee, Hispanic Contractors Association, and

(g) Executive Director or designee of the Governor's Commission on Hispanic Affairs,

(h) a representative of the construction industry to be appointed by the Governor, and

(i) a representative of the financial services industry to be appointed by the Governor.

3. Five (5) members shall constitute a quorum of the Commission.

This Executive Order supersedes Executive Order 94-22, Article III(B) and (D), and shall take effect immediately upon the date hereof.
