TO THE HONORABLE, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES:
In accordance with the provisions of RI Gen. Laws §43-1-4, 1 am transmitting herewith, with my disapproval, 95-H-5063, as amended, "An Act Authorizing Suit Against the State by Dennis and Joyce Weir and Making an Appropriation to Satisfy any Judgement Entered."
This legislation authorizes a suit to recover and appropriates up to $200,000 to satisfy any judgment against the State of Rhode Island in favor of Dennis and Joyce Weir. In so doing, the bill waives the State's statutory $100,000 cap on liability. The legislation also gives this action priority on the civil trial calendar.
This legislation is unnecessary because a settlement of this dispute at an amount below the cap is imminent. Accordingly, I disapprove of this legislation and respectfully urge your support of this veto.
