July 3, 1995 TO THE HONORABLE, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES: I am transmitting to the Secretary of State, without my signature, 95-H-5987, "An Act Relating to Domestic Relations Ñ Uniform Law on Paternity." This legislation adds fathers to the list of those persons who may file a complaint to determine paternity. The goal of this legislation is to identify the father of a child for the purpose of having him contribute financially to the support of his child. The amendment would allow the father to petition the court himself for such a determination. This legislation does not allow for the reopening of adoptions made final pursuant to RJ. Gen. Laws §§15-7-1 et seq. Paternity under this amendment is established solely for the purpose of having the father make financial provisions for his child. With this message, I have allowed this bill to become law without my signature. Sincerely, Lincoln Almond Governor |
