TO THE HONORABLE, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES:

I am transmitting to the Secretary of State, without my signature, 95-H-6430 Sub A "An Act Relating to Criminal Offenses Ñ Gambling and Lotteries."

This legislation increases the total prizes which may be offered in any one night by a charitable organization conducting bingo in a non-smoking facility from $4,250 to $6,050. The total prize limit remains at $4,250 for bingo conducted in facilities that allow smoking. The present limit has existed since 1985.

A question has been asked regarding whether the increased prize limit will affect the State's legal position against any "Las Vegas" type casino proposed by the Narragansett Indian Tribe under the federal Indian Gaming Regulatory Act. The answer is no. Since the playing of bingo for prizes is already legal in Rhode Island in certain circumstances and the amount of total prizes resulting from the legislation is quite modest, the bill should have no effect on any issue presently in dispute between the State and the tribe.

For the foregoing reasons, I have allowed this bill to become law without my signature.
