July 3, 1995 TO THE HONORABLE, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES: In accordance with the provisions ofRI. Gen. Laws § 43-1-4, I am transmitting herewith, with my disapproval, 95-H-6456, "An Act Relating To Search Warrants." This act would require search warrants to contain the date, time and place of issuance. According to the Rhode Island Attorney General and the State Police, the bill is unnecessary because the date of issuance and the city or town where the warrant is signed are currently noted on the search warrant- Moreover, this legislation would not provide any new substantive or procedural safeguards to the citizens of Rhode Island; rather, it would provide a technical loophole through which a search warrant may be challenged.
