TO THE HONORABLE, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES:

In accordance with the provisions of R.I. Gen. Laws § 43-1-4, I am transmitting herewith, with my disapproval, 99-H-6547 Substitute A, "An Act Amending Chapter 42 of the Public Laws of 1987 Entitled, 'An Act to Incorporate the Ashaway Fire District.'"

The bill makes technical and substantive amendments to the District Charter.

The substantive changes include the requirement of a full annual financial audit of the Fire District, the addition of a District Moderator to manage each annual and special meeting, and new language governing the Board of Fire Commissioners ability to contract for services.

As you well know, I am a strong advocate for the rights of localities and local control. Since taking office, it has been my policy to support state legislation affecting local governmental entities only if the pertinent local governing body authorizes the legislation. The Ashaway Board of Fire Commissioners has not authorized this bill and, in fact, the Board has indicated to my office in writing their clear disapproval of this Act.

Therefore, consistent with my past practices, I cannot support this legislation. It is my hope that the sponsor of this bill and the Fire Commissioners can resolve this matter locally, and bring forth a compromise for consideration at the state level.

For the foregoing reason, I disapprove of this legislation and respectfully urge your support of this veto.
