TO THE HONORABLE, THE SENATE:

In accordance with the provisions of R.I. Gen. Laws § 43-1-4, I am transmitting herewith, with my disapproval, OO-H-7266, "An Act Relating to Businesses and Business Practices."

This act would make it a violation for a motor vehicle manufacturer, distributor or dealer to compete with a new motor vehicle dealer operating under an agreement or franchise from the manufacturer within the relevant market area.

Representatives of both the automobile manufacturing industry and the Rhode Island Automobile Dealers Association have indicated that there are technical problems with this legislation, A similar, corrected version of this bill, S-2235, was passed by the General Assembly and will become enacted into law, without my signature. Furthermore, the sponsor of H-7266 has agreed that this bill is unnecessary given the passage of the corrected Senate version.

For the foregoing reasons, I disapprove of this legislation and respectfully urge your support of this veto.
