TO THE HONORABLE, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES:

I am transmitting to the Secretary of State, with my signature, 96-H-8123, "An Act Creating the Retail Electrical Licensing Commission."

This legislation is the companion to "An Act Relating to the Utility Restructuring Act of 1996," 96-H-8124, Substitute B, which represents an unprecedented and innovative approach to initiating competition in the electrical energy industry.

A Commission is hereby created with three appointees from the Governor, three from the House of Representatives, and three from the Senate. The mission of this Commission is to advise the legislature through a plan to be submitted by January 1, 1997 of issues for further action involving the implementation of the Restructuring Act.

This Commission is a needed tool to provide additional information to the next legislative session. I expect that the pace of change in this industry will require Rhode Island to be able to respond to developments in neighboring states. I believe that this legislation allows for that adjustment. The Retail Electrical Licensing Commission may be the ideal body to inform the legislature of such developments across our region.
