TO THE HONORABLE, THE SENATE:

In accordance with the provisions of Rhode Island General Laws § 43-1-4, I am transmitting herewith, with my disapproval, 2001-S 0630, "An Act Relating to Courts and Civil Procedure - Selection of Jury."

This bill would reduce the maximum annual jury service in Providence/Bristol and Kent Counties from two weeks in any one year to one week in any one year, unless by the end of chat week, the juror was tentatively or actually serving on a case, at which time the juror would serve through the conclusion of that case or until excused.

The bill was introduced in the Senate at the request of The Honorable Joseph F. Rodgers, Jr., the Presiding Justice of the Rhode Island Superior Court. On July 3, 2001, I received a letter from Justice Rodgers indicating a change of heart. Because the enactment of this legislation would treat Jurors summoned in Providence/Bristol and Kent Counties differently than jurors summoned in Newport and Washington Counties, he now wishes the bill not to become law, and the bill's sponsor concurs.

For the foregoing reasons, I disapprove of this legislation and respectfully urge your support of this veto.
