July 18, 2000 TO THE HONORABLE, THE SENATE: In accordance with the provisions of R.I. Gen. Laws § 43-1-4, I am transmitting herewith, with my disapproval, OO-S-2980 Substitute A, "An Act Relating to Licensing Second Hand Dealers in the Town of Burrillville." This bill would enable the Burrillville Town Council to issue and revoke licenses for second-hand dealers and to impose any reasonable conditions and restrictions that promote the public health, safety, and general welfare. It would become effective only upon an affirmative local vote on primary day, September 12, 2000. I do not object to the substance of this bill. However, both the Town and the Secretary of State have requested a veto due to the date of the public vote. By mandating the vote on primary day, as opposed to the general election in November, the bill can create voter confusion and lower turnout, and would require a primary and special election held at the same time. This would place too great a risk to the integrity of the electoral process, and it would also be very difficult to administer. For the foregoing reasons, I disapprove of this legislation and respectfully urge your support of this veto. Sincerely, Lincoln Almond Governor |
